Sub: Letter to President of India re Save Bari Park & Jaipal Singh Stadium

Dear President,

You visited Ranchi and laid foundation stone of Rabindra Bhawan on 2nd April 2017 in a Green Land/ POS named Bari Park. I would like to inform you that Jharkhand Govt has got it done it illegally for the following reasons in part or full. Jharkhand Govt has given contract for the construction of Buildings in Bari Park nearby Jaipal Singh Stadium. A part of the Stadium is a water reservoir. The whole Stadium till late sixties was a water pond called Bhutahaa Talab. Construction work in both are illegal as (1) Land Use for major part of these plots of land are Public Open Space / Green Land as shown in the recently prepared Master Plan by the Govt. detailed as "SPECIAL RECREATIONAL ZONES (DISTRICT PARK / ZOO / BIODIVERSITY / BOTANICAL GARDEN" as can be seen in the photocopy of Master Plan below for this area (2) To the best of my information the design of the Buildings cannot be approved by appropriate authorities on green land/ open space. (3) The Open space area in Ranchi for use of children as play-ground, walking and physical fitness exercises for Citizens and Sr Citizens are already below expectations. (4) Rabindra Bhawan is planned for meeting halls for 3000 people but there is no car parking space there. These issues have been raised by the Citizens of Ranchi under SAVE BARI PARK & SAVE JAIPAL SINGH STADIUM BANNER by Human Chain and Candle Light demonstration. But Govt refuses to listen and continues with the illegal construction.

Sir, I request you to kindly get these issues examined and advise the Govt of Jharkhand to stop the construction forthwith and convert the Green land as Recreational Zones (District Park / Zoo / Biodiversity / Botanical Garden and Water Pond (looking at the serious water scarcity in Ranchi)

Save Bari Park

    Dear Prime Minister,
This is to inform you that Govt of Jharkhand is carrying out construction work on plot of lands that are Public Open Space/ Green land marked in new Master Plan for Ranchi (refer to the Map below shown as T-3) presently known as Bari Park and Jaipal Singh Stadium which used to be a huge water pond earlier. Raghubar Das Govt in Jharkhand got the Town Hall located at Bari Park demolished and the place earmarked for Rabindra Bhawan was inaugurated by the President. No map/ design has been approved for these Buildings. Ranchi city has very little open space according to the Govt's own documents. Now this will reduce it further. Furthermore, the construction is being carried out without approval of its Plan Map/ design of the buildings. The whole thing is so illegal. Citizens of Ranchi protested and conducted Human chain and candle light demonstration but it did not influence the Govt. I request you to please impress upon the Govt of Jharkhand through its Chief Minister to stop this work.
   
1. पहला कारण तो यही है कि रांची के नए मास्टर प्लान में भी बारी पार्क और जयपाल सिंह स्टेडियम ग्रीनलैंड है। नए मास्टर प्लान के थाना नंबर 199 में यह ज़मीन पड़ती है और यह ग्रीन में दिखाया गया है जहां यह Land Use लिखा है "SPECIAL RECREATIONAL ZONES (DISTRICT PARK / ZOO / BIODIVERSITY / BOTANICAL GARDEN"

T-3 is the land for Jaipal Singh Stadium & Bari Park. This is the Land Use Plan for this plot area. PS-3 in dark blue is for Office purpose which is already the Dist Court, DC Office RRDA, RMC etc on both sides of the Kutchery road

    2. अत्ति प्रमुख प्रश्न यह भी है कि हर शहर की योजना (Town Planning ) करते समय एक स्टैण्डर्ड के आधार पर उस शहर में जन सुविधा, मनोरंजन, खेल कूद, जलाशय इत्यादि के लिए कुछ खुली जगह/ज़मीन (Public Open Space/ Green Land) छोड़ी जानी चाहिए। यह पार्क, तालाब, खेल के मैदान के रूप में होता है।  अन्य शहरों में इसका पालन पुरजोर तरीके से होता है। चंडीगढ़ की तुलना में रांची में ऐसी खुली जगह का अनुपात 10 प्रतिशत है। अगर केंद्रीय पब्लिक सेक्टर जैसे HEC,SAIL ,MECON , CCL, CMPDI की खुली जगहों को घटा दें तो यह शायद दो प्रतिशत भी न बचे। यह दूसरा कारण है कि बारी पार्क और जयपाल सिंह स्टेडियम में किसी तरह का भवन निर्माण नहीं होना चाहिए।    

       

3. रविंद्र भवन जैसी बड़ी मीटिंग या कांफ्रेंस करने वाली भवन में कितनी कारें और दोपहिया वाहन खड़े हो सकते है इसका भी एक स्टैण्डर्ड है। बारी पार्क में बने रविंद्र भवन में इस सुविधा को दे पाना असंभव होगा।  सरकार के सोच में यह कही नहीं है। यह तीसरा  कारण है कि बारी पार्क और जयपाल सिंह स्टेडियम में किसी तरह का भवन निर्माण नहीं होना चाहिए।
